PLANNED FIXES FOR 3.2.5

(these are things I may or may not include for 3.2.5, depending on
time and resources)

* BUG: When matrix MULTI, going back and resubmitting will not clear
  previously checked values, meaning values will only add.
* BUG: Uniqueness checking through IP and cookie is documented and in API
  but not implemented (Uniqueness through Auth works as intended)
* BUG: Trying to download data when no data submitted causes a crash
  (should display an error message instead)
* BUG: Some of the themes look strange in newer browsers
* FEATURE: Progress bar is not back-ported from devel branch
* FEATURE: Persistance is not (properly) back-ported from devel branch
* FEATURE: Should be possible to add html near/below submit buttons
* FEATURE: Make clipping text at 250 chars optional in SPSS export
* FEATURE: Update installer to support new Gentoo layout
* TEST: Check that all examples work with windows

LONGER TERM FIXES

* BUG: Some translations are way behind
* BUG: Many error messages are way behing on explanations
* BUG: Auth sometimes persist after a submit
* BUG: Display-time perl snippets inside tag parameters are sensitive to 
  characters breaking survey/xml syntax (for example " and =)
* FEATURE: Debian/ubuntu package
* FEATURE: Unicode support
